Brian was fishing alone from the bank of Loch Coulter, about five miles west of Plean, Falkirk.
It was midday and visibility was good. As he walked along the shore to find a new location, he saw in his path what he took to be a large black bag.
Then, suddenly the 'bag' moved, revealing its self to be a heavily built black cat, which the witness said was a Panther.
"2 and a half feet tall, "too big to be a dog and too low to be a calf," the creature turned to look at Brian before padding away up the bank and into nearby undergrowth.
Paw marks were found which were "not a dogs".
A few days earlier a sheep had been found dead on a farm, the farmer intended to bury it the next day but something had eaten it overnight.
The Falkirk Herald apparently photographed the prints.
